U.S. Omnibus budget being shaped for remainder of 2018

Last week, members of the U.S. House and Senate reached a final agreement on a $1.3 trillion spending package to fund the federal government for the remainder of Fiscal Year 2018.

Great Lakes provisions in the package include:

  • An additional $341.4 million in the U.S. Army Corps of Engineers budget, which is above what the agency requested. The funds are designated for harbor dredging and other operation and maintenance activities. The Corps will develop a work plan to nationally distribute these funds. Great Lakes ports will receive a share of the funding, with specific amounts to be announced in six to eight weeks.
  • The Great Lakes Restoration Fund is set to receive full funding at $300 million. The President’s Budget had originally called for funding at $30 million. “This vital funding will help protect the Great Lakes so they can be enjoyed for generations to come,” said Rep. John Moolenaar (R-MI4).
  • The Saint Lawrence Seaway Development Corporation is set to receive $40 million, $19.5 million of which will be used for the Asset Renewal Program. The appropriation exceeds the agency’s FY18 request of $36 million and will allow additional progress rehabilitating lock and related infrastructure. Based on current wording, the additional funds cannot be used for a commercialization study.
